Recommended Action
That Council endorse submitting letters, complete with copies of this report, to the federally appointed Review Panel for consideration as part of the regulatory environmental assessment for the Roberts Bank Terminal 2 (RBT2) Project; as well as to the Federal and Provincial Ministers of Transportation, and local MPs and MLAs, in order to:
a) Provide information regarding Township of Langley’s concerns with the impacts of the proposed RBT2 project on the local community;
b) Request that Port of Vancouver be required to undertake an analysis of the RBT2 Project, in relation with anticipated road and rail impacts on the local communities and identify appropriate measures to effectively address and mitigate impacts related to traffic, safety at railway crossings, noise, vibration, pollution, and train whistling;
c) Request that Port of Vancouver be required to include implementation of measures necessary to address local communities’ concerns as part of the RBT2 Project; and further
d) Advise that the Township of Langley cannot support the
RBT2 Project, unless the Township’s concerns are adequately addressed.
