Recommended Action
Whereas the staff report to Council 19-131 dated September 9, 2019, Assessment Averaging and Phasing Options, outlined a number of technical complications, cost implications, and the philosophical difficulties with this potential solution to dramatic property tax increases due to the imperfection of BC Assessment processes from time to time;
Therefore be it resolved that staff be directed not to consider further the possibility of adopting assessment averaging and phasing.
