Recommended Action
That Council give first, second, and third reading to “Township of Langley Election and Political Signs Bylaw 2015 No. 5034 Amendment Bylaw 2018 No. 5411”;
That Council give first, second, and third reading to “Fees and Charges Bylaw 2007 No. 4616 Amendment Bylaw 2019 No. 5443”; and
That Council direct staff to bring forward an amendment to the
“Bylaw Notice Enforcement Bylaw 2008 No. 4703” to provide ticketing provisions should General Local Election signage be placed prior to the submission of the required refundable fee.
Explanation - Bylaw No. 5411
Bylaw 2019 No. 5411 amends the Election and Political Sign Bylaw 2015 No. 5034 by incorporating the following changes:
• Changing the first day Local Government and School District
No. 35 (Langley) election and by-election signs can be placed to
twenty (20) days prior to general voting day;
• Prohibiting the use of reflective stickers or tape on election or political signage;
• Adding sign placement restrictions to spaces fronting
School District No. 35 (Langley) owned or operated sites;
• Adding a requirement for a monetary deposit for candidates prior to the placement of election or political signage;
• Adding election or political sign placement prohibitions for
School District No. 35 (Langley) owned, leased or operated properties;
• Providing for a fee for removal of election or political signage placed in contravention of the Bylaw; and
• Removal of the restriction of sign placements on boulevards
two (2.0) metres from curbs and driving lanes.
Explanation - Bylaw No. 5443
Bylaw 2019 No. 5443 amends the Fees and Charges Bylaw No. 4616 by adding additional fees for Election and Political Signage to Schedule 5, Miscellaneous Corporate Fees and Charges.
